Congress’s Gabriel D Wangsu wins Kanubari by-poll

ITANAGAR, Oct 19: Congress candidate Gabriel Denwang Wangsu won Kanubari Assembly seat defeating his BJP rival Rongnai Maham by 885 votes in the October 15 by-poll. Deputy Chief Electoral Officer D J Bhattacharjee said Wangsu polled 5,231 votes and Maham 4,346 votes. 90 people opted for the NOTA button.

Journalist-turned-politician, Wangsu had contested unsuccessfully from the constituency in 2009 and 2014 as a People's Party of Arunachal (PPA) candidate and an Independent respectively.

While talking to this daily, Gabriel has thanked the people of Kanubari for reposing faith on him.

“I am hopeful that with the support of people of my constituency, I will be able to bring in substantial changes in the area,” said Gabriel.

 “Besides being MLA for the people of Kanubari assembly constituency, I will represent every poor Arunachalee in the state assembly. I will stand for the cause of all the voiceless people of Arunachal,” continued Gabriel.  

The bye-election was held following the death of sitting Congress MLA Newlai Tingkhatra at Gurgaon on May 7, a month after the simultaneous state Assembly and Lok Sabha elections in the state and nine days before counting of votes.

Tingkhatra had won the seat posthumously.

With Wangsu winning from the constituency, Congress has 42 MLAs now in the 60-member Assembly, while Opposition BJP has 11 legislators. Peoples Party of Arunachal has five members.

It was a litmus test: Tuki

Meanwhile, a relieved Chief Minister Nabam Tuki said that "The by-election was a litmus test for us and we have come through with flying colours".

"We are humbled by the faith reposed on our party by the people of Kanubari constituency and remain committed to fulfill all our promises enshrined in our election manifesto of 2014," Tuki said in a statement here.

"For the first time in the history of Arunachal Pradesh, a learned, experienced and senior journalist of the state has made it to the assembly. While representing his constituency, the Congress party and the people, Wangsu will also represent the journalist fraternity of the state," he added.  APCC president Padi Richo and vice president T C Tok stated that the victory is people’s seal on the numerous tangible initiatives of the Tuki government and their faith in the party.

 

BJP accepts defeat, accuses Congress

ITANAGAR, Oct 19: Bharatiya Janata Party, Arunachal Pradesh accepted the defeat at the hands of Congress and the verdict given by the people in the bye-election to 58-Khanubari (ST) Assembly constituency of Longding district of Arunachal Pradesh.

The party appreciated electorates of Kanubari for their strong support and voting for party candidate Rongnai Maham with great enthusiasm, despite the ‘intimidation’, ‘threatening’ and ‘use of money power’ by the Congress.

While congratulating Gabriel for emerging victorious in the bye-poll, the party hoped he will do justice to the people by inculcating the “Karma” of inclusive politics.

 

 

 

Peace march for rape and murder victim

TAWANG, Oct 19: A huge crowd took to the streets of Jang yesterday to condemn the recent rape and murder of a local woman, which has left the district shell shocked. Organized by All Tawang District students Union (ATDSU) and Humanity First with support from AAPSU, the march aimed to bring the local community together to protest against violence after the 35-year-old Jang resident was raped and murdered on September 27 last at Pangi labour camp, 48 km from Jang.

The march drew a mixed crowd of old and young, families, students and organizations like, Tawang and Jang unit of Women Welfare Association (WWA) and All Hrewla Gangsum Students Union, who hit the road to express their anguish and sorrow over the heinous crime, which has hurt the sentiments of the peace-loving denizens of the district.

The march began from Namgyal Chorten with the demonstrators walking the route demanding capital and stringent punishment for the perpetrators of the crime and carrying placards reading “No to rape!”, “Respect for females”.

AAPSU social service secretary, Tsangpa Tashi, while expressing grief over the incident, demanded death penalty for the criminals. He also called on the 90 RCC, BRO to shoulder the educational responsibilities of the victim's children.

Finally, the march concluded after observing a minute's silence to pray for the peace of the deceased’s soul. (Tawang Vigilance)

 

 

A tale of a primary school and post office in Boleng

BOLENG, Oct 19: When the authorities with the help of experts are on an effort to improve the education sector, taking all the revolutionary steps, according to them, like mass transfer, unannounced visits, new schemes among other, Government Primary School Geri in Boleng, East Siang district tells a completely different story.

Established in 2006, Government Primary School Geri has four teachers for 500 students, thereby defying the teacher-student ratio of 1 to 30 according to RTE but that is not the different story actually. Ironically, the said school is sharing its school building with a post office. Yes, under the same roof ! When enquired about the situation, a teacher on the grounds of anonymity told that government had bestowed the villagers of Boleng with a primary school but failed to provide the primary need which is school infrastructure. But since, the school was inaugurated and admissions were taken, the school had to function. So, with the help of local self-help group who voluntarily had donated a building to the school, it is functioning.

Here, Boleng post office has got a same story and hence, almost the same history. The building is in shambles and small to accommodate both the establishments but as the saying goes that ‘survival of the fittest’, Primary school Geri is surviving through every odd.

 

 

2nd edition Adventure @ Mechuka to kick-start on Nov 7

ITANAGAR, Oct 19: The second edition of ‘Adventure @ Mechukha Festival 2014’ will kick-start as per the schedule from November 7 next. This was informed by the Tourism department today.

The three-day mega event will feature various adventure events like Aero Modeling, Trap Shooting, Para/ Hang Gliding, Mountain Biking, Rappelling, River Crossing, Rafting, Trekking, Kayaking, Micro light Aircrafts etc.  

The event is being organized by the Department of Tourism, GoAP in collaboration with District Administration and CCRD under the sponsorship of Ministry of Tourism, GoI.

Addressing a press conference at Press Club here today, Festival Chairman-cum-local MLA Pasang Dorjee Sona extended his thankfulness to the Department of Tourism for identifying Mechuka’s tourism potential and organizing such an event.

Highlighting on the upcoming event, Sona informed that various new activities like Archery, Horse Riding, Kayaking and Micro-light Aircrafts have been incorporated this time to make the event more exciting.

He also informed that the numbers of food stalls have been cut short this time in order to let the people taste local cuisines of various tribes of Mechukha sub-division.  “We have five tribes and there would be five stalls representing each tribe. Each stall will provide their respective local cuisine,” said Sona.

On being asked about the positive impact of first edition of the event in the area, Sona informed that numbers of local and even foreign tourists have increased and many home stays are coming up as local people have started showing interest in the business.

While stating that tourism sector is a long term business, the MLA further said that this kind of festival also aims at sensitizing the youth and the local community in realizing the potential of the natural resources in their surrounding areas.

This festival will help them understand the various features of tourism and take up adventure sports as a viable career option, he added.

Secretary Tourism, Dr. Joram Beda informed that this time the entire process of the festival has been streamlined and being done professionally so as to facilitate better services.

Stating that the tourism potentials of Arunachal Pradesh is untapped Gold, Beda informed that the ‘Adventure @ Mechukha’  festival has been declared a calendar event along with four other events. The secretary tourism also divulged that during the International Tourism Mart, which was held recently in Shillong, Arunachal Pradesh was declared as the state with second highest foreign tourists’ inflow in India.

He further informed that Chief Minister Nabam Tuki will inaugurate the three-day event on November 7, while Union Minister of State for Home, Kiren Rijiju, will attend the closing ceremony on November 9.     

Speaking on behalf of CCRD, the event organizer, Moyir Riba informed that in order to facilitate accommodation to the visitors, the organizer will provide three different sizes of tents i.e single, double and dormitory size for hiring at a minimal rate.

Online bookings can be done through festival’s Facebook page ‘Adventure at Mechukha” or adventureatmechukha@gmail.com. Other options for accommodations are home stays and guest houses available in Mechukha which provide food and lodging services to the tourists, added Riba.

 

 

PPA to fight for inclusion of Arunachal in 6th Schedule

ITANAGAR, Oct 19: People’s Party of Arunachal (PPA) has decided to work for the inclusion of Arunachal Pradesh in the Sixth Schedule of the Constitution.

This decision was taken in an interactive meeting between the party legislators and executive members yesterday after making an exhaustive study of the concept applicable to the state.

“Considering the vastness in size of the state with its inherent, diverse and peculiar multiplicity of problems facing the ethnic tribes of the state along with the various challenges of socio- economic political nature, which the state is bound to face in the near future, the PPA has adopted resolution to fight for inclusion of Arunachal Pradesh in the Sixth Schedule of the Constitution,” PPA said in a release.  The party also resolved to demand and fight to incorporate the state of Arunachal Pradesh under Article 371A enabling the state to have the legitimate ownership over its own natural resources making it self sufficient and self reliant.

Arunachal Pradesh is placed in Article 371H which other than giving overriding powers to the Governor of the State is silent on various issues like the rights of the indigenous people over their land, water and forest, the party said.

The party decided to delegate the responsibility to the elected party legislators to further liaise and lobby with the state and central governments to achieve these twin objectives.

 

 

Education Minister tours Upper and Lower Subansiri

ITANAGAR, Oct 19: Education Minister Tapang Taloh visited various schools and colleges in Lower Subansiri and Upper Subansiri districts during his two day tour on October 18 and 19.

The Minister accompanied by MLAs Paknga Bage and Dikto Yekar yesterday visited the proposed site of Jugo Polytechnic College at Ziro and assessed the feasibility and reported controversies on site selection. APCC president Padi Richo was also present during the visit.

Later, Taloh visited GHSS Boasimla-II without prior information and interacted with the teachers and school management committee to learn about some core issues related to the school. Also, he explained in brief the necessity and significance of transfer and posting policy of the Govt. to ensure equitable justice to the school children, especially the remote areas.

At Raga, the Minister highlighted the crux of the much debated transfer and posting policy.

At Daporijo, he heard various problems and grievances highlighted by panchyat leader, general public and employees of education department.

The next day, the Minister reached the main ground of GHSS, Daporijo the venue for celebration of the third College Day.

Addressing the function, Taloh said that the main objective of the government in establishing a College at Daporijo was to facilitate deprived and the poor students of the district for pursuing higher education at their door step.

Explaining the importance of celebrating college day, the Minister said that such celebration provide the students a platform to expose and demonstrate their hidden talents in literary as well as sports and games. He also highlighted the sportspersons friendly sports policy of Nabam Tuki government and job reservation for meritorious sportspersons in few government departments.

While giving emphasis on maintaining sincerity and dedication by the college faculties and strict discipline by students, without which none can reach his/her desired goal, Taloh assured to extend all possible help from the Govt. side for development and growth of the college.

14th Odam Ering Football Tournament begins

PASIGHAT, Oct 19: The 14th edition of Odam Ering Football Tournament began at general ground here today.

The opening match was played between Ngopok and Ledum teams in which the former defeated the latter by a margin of 3-2 goals. Elija Jamoh scored all the three goals for Ngopok team.

Earlier, inaugurating the tournament, Pasighat ADC Tabin Siga and Pasighat General Hospital, Medical Superintendent Dr. Y R Darang advised the participants to maintain discipline and to exhibit their sports talents in the tournament and added that such sporting activities foster unity and brotherhood among the youths.

Altogether, 30 teams are participating in the tournament. The final match will be played on November 5 next.

The tournament is conducted annually in memory of Odam Ering, wife of the architect of modern Arunachal Late Daying Ering and mother of MP Ninong Ering. DIPRO

 

NCP demands disqualification of defected ZPMs

ITANAGAR, Oct 19: The State Nationalist Congress Party (NCP) in a meeting held under the chairmanship of its state unit president Gicho Kabak has decided to lodge a complaint with Member Secretary of Zilla Parishad, Kurung Kummy to disqualify three defected NCP ZPMs Under Section 3 (2) of Arunachal Pradesh Local Authorities (Prohibition of defection) Act. 2003.  

NCP in a release informed that three NCP ZPMs of Kurung Kummy district merged with Congress party on September 12 and their merger was accepted by the Member Secretary of Zilla Parishad, Kurung Kumey district without observing the procedure of Arunachal Pradesh Local Authorities (Prohibition of defection) Act. 2003.

“Prior to acceptance of the three NCP ZPMs defection to INC the Member Secretary should have made correspondence to the state NCP but the Member Secretary did not,” the party alleged.

 

Capital admin seizes gambling equipments

ITANAGAR, Oct 19: Capital administration along with police seized huge quantities of gambling (dice) equipments from various locations within Itanagar and Naharlagun today.

More than 10 criminal cases were registered against those who violated the Arunachal Pradesh Gambling (Prohibition) Act, 2012 which is in force banning dice or gambling of any kind, according to an official release.

Informing that similar drives and checking would be continued, the Capital Complex Deputy Commissioner appealed to general public to obey law as good citizen and inform police and magistrate about anyone found playing dice or any kind of gambling.

 

2nd CM’s Trophy to be launched on Oct 30

ITANAGAR, Oct 19: The second edition of Chief Minister’s Trophy, 2014-15 on football and volleyball for both men and women will be formally launched at Sagalee on October 30.

Constituency level competitions will be conducted from November 1 to 30 and district level competitions will be held from December 15 to January 15, 2015. The state level competition will be conducted from February 6 to 20, 2015, informed department of sports and youth affairs in a release.

A friendly men’s football match and women’s volleyball match will be played to mark the formal launching of the second CM’s Trophy on October 30 at Sagalee.

 

Mass social service

ITANAGAR, Oct 19: The Gandhi Market Welfare Association has conducted a mass social service to clean the roads and blocked drains near daily market area here.

Upper Subansiri Deputy Commissioner K. Dulom also joined the social service and encouraged the traders, dwellers and vendors to keep their surroundings neat and clean.

Moreover, the market welfare association imposed a penalty of Rs.1000 each to those traders, who did not turn up for the social service and whose premises were found dirty.

 

Swachch Abhiyan

ITANAGAR, Oct 19: Pare HE Project authority, NEEPCO has organized Swachch Bharat Abhiyan at NEEPCO Colony premises at Doimukh, NEEPCO Sopo and Jampa area and adjoining public premises. The employees of the Corporation and their family members, its contractors and their workers voluntarily participated in the cleanliness drive. They cleaned the drains and disposed of garbage at designated dumping yard.

Modi wave yet to touch Arunachal

The Bharatiya Janata Party declared on Sunday that it will take power both in Maharashtra, where it finished the single largest group in a hung assembly, and Haryana, where it got a simple majority on its own. The Congress was humiliated in both places. BJP got clear mandate in Haryana but the party fell short of majority in the 288-member Maharashtra assembly.

Nationalist Congress Party (NCP) sprung the surprise by extending unexpected "outside support" to the BJP. However still it is not clear whether BJP will accept the proposal of NCP.  The NCP's decision to give outside support could reduce the BJP's need to lean on its estranged and long-time ally Shiv Sena, which it dumped before the bitterly-contested October 15 polls. The BJP credited the showing in Haryana and Maharashtra to Prime Minister Narendra Modi's popular appeal. Though whole country seems to have been swept by Modi wave, Arunachal still looks like Congress bastion. Party managed to retain the Kanubari assembly seat. Gabriel Wangsu of Congress defeated BJP candidate by huge margin in the by-poll result declared today. It seems Modi wave is yet to touch the state of  Arunachal Pradesh.

Water scarcity in RGU

Dear Editor,

No water, No life. Water is the most basic need for a person to survive. People say, if you don’t eat food for a week you can survive, but if you don’t drink water for a week, its not possible to survive. So, we know and understand the value of water.

One of the major problems in RGU these days is water scarcity. Earlier, water supply was twice a day. Population increased and the suppy became once in a day for 1 hour. Population kept on increasing but no improvement has been made in the water supply technology which has led to only half an hour of water suppy a day. A few projects were introduced to solve the problem by acquiring underground water but was not successful. Eventually, the day has come that the water supply is once in every two days for half an hour. People have to store water in buckets and drums to use for 2 days.

RGU is the only university of Arunachal Pradesh. It is the only destination for students of Arunachal to make their dream come true. The employees, staff members and professors reside in this campus. It is the respon-sibility of the university authority to provide good facilities to  motivate them to work harder.

On 28th August, a peaceful rally was conducted by more than 700 PG students and Ph.D scholars of RGU to bring the attention of the government towards the water problem in RGU. No improvement have been witnessed till now. The campus is expanding, new colonies are developing, population is increasing- everyone needs water.

I, therefore, request the concerned auhority to focus on this problem to find a permanent solution because this may become a major issue in coming future for the development of the university.

A gate where ILP is not checked  

Dear Editor,

This is regarding police checking at Bordumsa circle under Changlang district.

At the entry of Bordumsa Check Gate, policemen manning the gates seem to be a least bothered to even check the ILP of the persons entering the area. Due to its close proximity with the neigbouring Assam, there is so much chances for the anti social elements to grow in  the area.

Also at Wagun Ghat near Jagun in Assam, the same scenario can be seen. Most of the persons residing there have built permanent houses in the area. The electric poles in the area bear the mark of some Assam based organisations. Though the Ghat ferry tenders are floated by the Arunachal Govt but the area inside Arunachal seems to have been encroached. I dont know why the locals are least bothered to even raise a voice but if this trend continues the lone General seat in Arunachal would be gone too.

Also it has come to the notice that many outsiders who are managing the Tea Gardens are providing very less amount for the area taken under lease. Many locals have leased their land for tea cultivation for almost 100 years. Why is the Local administration not trying to interfere in such matters? How come such a long lease period can be determined when an average human life span is only about 80 years.

Also the Adivasis who come mainly to be engaged in tea cultivation activities do not possess valid ILP.

How come the District administration is not doing enough to contain such acts? This only proves the dangerous nexus that has been allowed to grow under the Administration which later could lead to dangerous outcome.

Therefore it is my kind appeal to the State Govt to have a look at Bordumsa which requires urgent attention. Also I request various organisations to pay a visit to the area to unearth the ground reality otherwise the Tripura Model would be seen engaging at Bordumsa in Changlang.

Check bogus educational institutions

Dear Editor,

Through your esteem newspaper, I would like to highlight my grievance toward the educational ads that appear in local dailies. Most of them are bogus and have no valid affiliation with the UGC. They promise to give us 3 years degree certificate in single month. How it is possible?

After graduation most of us don’t get admitted in RGU and are not in favorable financial condition to go outside to continue further studies. Because of lack of avenues, we think any educational institution will do. After few months of taking admission, we find that the authorities of the institution are not available and shockingly what one get to know is that institution was bogus and had no valid affiliation. Nobody knows where they go. Now hard earn money of parents are gone in vain and most sad part is one do not have courage to ask his/her parents  for money to take admission in another college or university because he/she already wasted time and parents money.

So, it is my humble request as a citizen to all the media houses not to advertise such institution which doesn’t have prior permission from Education Department.

And I also request concern department to check the growing number of bogus educational institutions.

Citizens are very much dependent on Media and expect true information from them.

A grossly misleading article

Dear Editor,

This mail is with reference to article published on 16/10/2014 titled “Tax and Excise Dept contributes 400 Crore”.

Well, the said department is a collection agency for the state government. The article and title is grossly misleading. Just like you cannot term whole deposits made by individuals to a bank as revenue or profit, you simply cannot do that for a collection agency.

Meanwhile you can surely use the term contribution for State Transport dept which does generate revenue by indulging in economic activities.

A better title would have been “Tax and Excise Dept collects 400 crore”.
